Since the 1970's most US organizations have sought to address sexual harassment (basically to protect their "you-know-what's" from being sued because of it). They implemented mandatory training programs, also known as forbidden behavior training along with formal grievance procedures which made all the organizations and executives feel that they were taking care of the problem. But yet all these decades later, Sexual Harassment is still with us, as the "Me Too" movement brought to light.
Today, some 40% of women and 16% of men say they have been sexually harassed at work...a number that remarkably has not changed since the 1980's! But, given how widespread grievance procedures and forbidden behavior training have become, why are the numbers still so high?
